City Pages
City pages are the best place to explore information about a specific jurisdiction. Every city and county has its own page, which brings together data about its housing commitments, progress, and local context. At the top of each page, you'll find four tabs:
Housing Plans
Includes the city's full set of Housing Element programs that show commitments, actions, timelines, and deliverable dates. For guidance on using this database, see Housing Element Database below.
Reported Progress
Provides updates from the jurisdiction's Annual Progress Report (APR), which documents the status of programs committed to in its Housing Element. This section also tracks the jurisdiction's progress toward its state-mandated housing production goals through permitting data broken out by income level. For guidance on using the APR database, see the section below.
Community Conditions
Offers key equity indicators—rent burden, gentrification risk, and access to key resources—to help understand the context shaping local needs.
Get Involved
Highlights specific guidance for both advocates and government staff to support making local housing plans more equitable and effective.
Housing Element Database
A version of this table appears both on the regional Programs & Progress page and within each city's Housing Plans section.
This table compiles the housing programs that Bay Area jurisdictions committed to in the Housing Elements. It brings local plans into one searchable, filterable place, making it easier to understand what each city promised, compare programs across jurisdictions, and track deadlines.
Each row represents one program from a jurisdiction's Housing Element and includes: program actions; deliverables and due dates; funding or resources identified; AFFH information (whether the program is meant to advance fair housing and its themes); and policy categories, action types, and scale tags added to help users compare programs regionally.
How to Use the Database
Annual Progress Reports (APR)
A version of this table appears both on the regional Programs & Progress page and within each city's Reported Progress section.
This table shows how jurisdictions are implementing the programs in their Housing Elements. Each year, cities and counties submit their APR to the state describing what they accomplished, what is underway, and where progress has stalled. HRR brings these updates together so you can quickly understand how implementation is unfolding over time.
Each row reflects a jurisdiction's update for a specific program in a specific year. APRs typically include: program status, narrative updates on accomplishments or implementation challenges, program name and Housing Element reference, and report year.
How to Use the Table
How do I search for keyword or jurisdiction?
Use the search bar above the table to search across all columns at once—for example, to find a specific city, program name, or keyword. You can also use the search fields within individual columns to narrow results more precisely, such as searching within the Jurisdiction, Program, or Status columns.
How do I get more detail about a specific city?
Click into a city page for a closer look at how a jurisdiction is progressing. Visit the city list and scroll to the Reported Progress section.
